The type of pass a player should make is dependent upon their situation.  If a player wants to move the ball quickly to a teammate he might play a one touch pass.  If a player has time and wants to first control the ball he might play a two touch pass.  Watch this video of Andrea Pirlo of A.C. Milan give some instructions on short passing.
